The Collapse of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of opposing developments captured the grim essence of the outgoing year. By day, political struggles are conducted: hopeful statements are delivered from various governments. Immense energy is expended on managing certain initiatives. By night, Moscow brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a ability afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems engaged: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through partner states. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: maybe the hostile projectile won't hit its mark this time, preventing destruction from devastation and additional electricity failures.

Persistent Threats

Following this, a heavy machine gun fired at a drone in the vicinity, part of a rapid response unit – most likely Western-made equipment. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the early updates: several casualties, devastation and heating outages in many homes as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are clearly incapable to fill in the near term.

Failed Diplomacy

The comprehensive proposal from American leadership generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new approach from Washington adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, no doubt, persist.

Tactical Assessments

It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. US administration works based on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House believes that it is impossible to force Russia to abandon the territory that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, Washington does nothing to discourage Russia, through diplomacy or military means, from assuming that the status quo will not change more in its favour in the months ahead.

Opposing Positions

Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but averting a complete military breakdown until circumstances change in its advantage.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their objective will now be much harder after current events, it remains highly unlikely that this will modify their basic position.

These opposing factors are influencing discussions.

Summary and Prospects

It took a just a single week to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.

While new plans based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on continued Western support.
